On November 23, a ceremony was held at the Confucius Institute at the National University of Laos (NUOL) where the Lao government awarded the Friendship Medal to Luo Ming, the Director of China at the institute. The ceremony was attended by distinguished guests including Fang Hong, Chinese Ambassador to Laos; Phout Simmalavong, Lao Minister of Education and Sports; Vixay Phommphakdy, Deputy Head of the Organizing Committee of the Lao Party Central Committee; as well as leaders from the Lao Ministry of Public Security and the Ministry of National Defense. Dr. Desanouvong Sengdara, Rector of NUOL, along with Feng Guanghuo, the new Director of China and Kham Hung Chanthavong, director of Laos, were also present.

Lao Prime Minister Sonexay Siphandone signed a Prime Ministerial Decree to award the medal to Director Luo Ming in recognition of his outstanding achievements. The honor recognizes his exceptional contributions during his tenure in cultivating local Chinese-language talent, promoting cultural and educational cooperation, and advancing the friendship between Laos and China. The Friendship Medal is the highest honor bestowed by the Lao government upon foreign individuals for significant contributions.
During the ceremony, Minister Phout Simmalavong presented the medal and the decree to Luo Ming. Inthavong, Director of the Organization Department of the Ministry of Education and Sports, read aloud the record of Luo Ming’s achievements and the Decree of the Lao People’s Democratic Republic on Awarding the Friendship Medal to Luo Ming.

In addition to the medal, the Lao Ministry of Education and Sports, the Ministry of Public Security, and the Ministry of National Defense each awarded certificates of honor to Luo Ming.
The event was attended by over 300 participants, including officials from Guangxi Minzu University and NUOL, representatives from Chinese enterprises in Laos, faculty members from the Confucius Institute, and students majoring in Chinese language education.
